I have been having trouble with my vision0004 tablet it will not turn on unless its plugged in even if the tablet fully charge it still won't turn on, it takes 10 mins to get to come when it finally does I get a error message with code saying the following:

An error has occurred in the program during initialization. If this problem continues, please contact your system administrator.

error code 0x80070426.

I have contacted Microsoft and they recommend to do a system restart but I get as far as 31% then it says undoing changes then it goes to blue screen saying there was a problem with system start.

You need to make a bookable USB and do a system restore from that.
