Then I booted and 8.1 did not boot. But the reflect recovery boot did boot. But I had no recovery back up made. So I selected the option fix booting.

So I am not getting this USB recovery working, maybe because of a lack of USB power which may be needed by the USB recovery drive.
I am sure that I made it correctly. The only other thing I can think of is the you have 2 partitions on your USB drive. So do you need 2 partitions on the 8 giga drive?
Follow the instructions as per the OP.
You shouldn't be making partitions or anything like that. Rufus will take care of everything as long as you set it up as the OP shows. Macrium is not required as per the OP - neither is a keyboard as the touchscreen is functional during Windows Recovery with this image.
With 8.1, the recovery partition is also the system partition. Once you get up and running again, remember not to delete it or you'll get the same issue.
