If I used an external drive would the settings not still be lost on a re boot ?

I've had various live Os booting off an O2 joggler (atom based tablet type device ) on both external HDD and USB sticks and on both the settings and everything stick on a reboot .

Thanks , I might go down the ssd /sata /caddy route for my Jogglers but for the 1010 I would love to have USB flash drive boot of Linux and keep W10 on the tablet as well and just live with the fact the drive might die ....
But to be of use it needs to be able to save the settings on re boot as without that I would only be able to use it to mess about with.
